Details

1., restarted refreshing downloads the packet above his nominal size.
2., if freezes or the download is interrupted, declares it after resynchronisation that the system up-to-date.

right,
1., the nominal size pours the packet long after his achievement, that is 100%.
Example: package downloading: 150% ( manually interrupted )
2., freeze download and Gfpm restarted: System is up-to-date...

I think this one is similiar to the one I got with "plain" pacman-g2 downloading 120%, 121% and so on of - for example - oo.org

Try changing the download agent to curl, helped here :)
