Now this problem is also debian sid with the kernel 2.6.24, my cd player stops working it as if it were detached, this bugs not present in Debian lenny with the kernel 2.6.22, my cd player stops working it as if it were detached.
Archlinux with the kernel 2.6.24 does not have this problem and is fine, i think ArchLinux kernel mantainers patch the kernel sources.

Well arch dmesg is not useful to me , as said they do not use IDE.

Anyway I may have an idea what is going on but that won't make the setup work for you even I fix it...

So let us try to make it work with some boot options if possible..

As first thing try to append to grub :

pnpacpi=off pnpbios=off

If that isn't working try :

ide1=noprobe or hdc=scsi

( Also while it looks like some pnp* bug to me I would try to set to always to off )

Please let me know if any of these commands or any combination of these works for you.

pnpacpi=off pnpbios=off
ok for these problem:
pnpacpi: exceeded the max number of mem resources: 12

ide1=noprobe or hdc=scsi
This is not working for
hdc: drive not ready for command
The message continues to repeat, the CDROM does not work

so ide1=noprobe still initialize the cdrom as hdc ?

yes

Correction
ide1=noprobe not work the messages hdc: drive not ready for command continues to repeat:
hdc=scsi works but the installer on cd1 works like netinstall, not letting myself choose to install from CD but starting with the installation over the network
